Follow-up: Info session on Horizon Europe Cluster 3: Civil security for society: Introduction into the Work Program 2025 and upcoming calls, May 2025


On 19 May, NEREUS in cooperation with the Research Council of Norway and NORCE, hosted an informative session focused on Horizon Europe Cluster 3 – Civil Security for Society. This session aimed to introduce the funding opportunities within the Horizon Europe programme, highlight successful project examples, and facilitate stakeholder engagement to foster future collaborations.

Ms Roya Ayazi, NEREUS Secretary General opened the session, underlining the added value of EU research funding for regional actors and encouraged participants to explore opportunities offered under Horizon Europe.

 

Mura Rike Cammann, National Contact Point for Cluster 3 Security Research (VDI Technologiezentrum GmbH, Germany), provided an overview of the Horizon Europe framework, its structure, and specifically the scope and objectives of Cluster 3. This cluster focuses on Civil Security for Society and addresses key areas such as: Disaster resilience; Cybersecurity; Protection against crime and terrorism. Mura also presented an outline of the upcoming calls, highlighting priority topics and relevant deadlines, encouraging stakeholders to prepare project proposals aligned with EU security strategies and societal needs.

 

 

Line Marie Sørsdal, representing the Research Council of Norway, shared best practices and examples from various actors, including companies, start-ups, academic institutions, and research centers. These examples showcased the diverse contributions of European stakeholders to civil security and the benefits of participating in EU-funded consortia.

 

 

Sumathi Subramaniam, NORCE Head of Brussels Office presented its multidisciplinary capacities in areas like energy, climate, health, and security. They emphasized their strategic alignment with Horizon Europe, especially in Clusters 3, 4, 5, and 6, with a strong record of EU project coordination. NORCE is expanding into civil security research with new partnerships and a center for defence and emergency preparedness based in Tromsø.

 

 

Facilitating Future Collaboration

To support continued networking and collaboration, participants were invited to contribute to an Expression of Interest (EoI) document. This tool collects thematic interests and partnership offers from participants to facilitate matchmaking and idea development for upcoming Cluster 3 calls. The EoI will serve as the basis for follow-up meetings and potential project consortia building. Please indicate your interest by Monday 2nd June at noon. After this, we will study the interest and facilitate meetings for the topics with most interest.
